Koo Ying-fen is a man with some power in the Nanking
Government. His return to Canton was for the purpose of rais- ing money for the Nanking Government. Up to the time of Chiang Kai-shek's resignation, they needed about $16,000,000 a
month for their military expenses, and they expected a monthly
contribution of $4,000,000 from Kwongtung. Unfortunately for Kwongtung, the revenue has shrunk since Li Sing-yik. the chief
assistant to T.V. Soong when he was Financial linister in
Kwongtung, left the Canton Government.
in the heydey of Kwong-
tung's revenue under the stewardship of T.V. Soong, the
receipts amounted to $90,000,000 a year. Now Koo is endeavour-
ing to bring the revenue back to its former high figures.
38. Huang Shao-hung wields much power and influence in
Kwongsi. Fan Shek-sheng need not be seriously taken into account.
He has only 4,000 men under him, and is merely a tool of Nan-
king which sent him to Kwongtung to watch Li Ts-hsin.

Wei Pang-ping, who is now in the Colony, has been
asked by the Canton Government to suspend all political in-
trigues, and Wei has replied to the effect that he would
willingly do so, provided Canton would openly declare its
anti-Bolshevist policy, and pursue such policy in real earnest.
40. lf Hu Han-min and his associates regained power in
the province, labour trouble and anti-British agitation are
bound to recur. The situation is indeed most serious for
Hong Kong. Then, Chang Fa-kuei, who is now in Kiangsi, is also
desirous of returning to Kwongtung, because he has been disap-
pointed with his position in Hunan and Hupei. His return would not be so much against Li Tsi-hsin personally as to try
to get a share of the spoils. It is as if Li is enjoying a
bowl of rice, and Chang Fa-kuei wants to take half of it from
him. Of course this may lead to a quarrel between these two
